There is a lot of hu-ha going on at the moment with regard to CTOS. What is CTOS supposed to be, you may ask? Well, CTOS stands for Central Tip-Off System. It is a private party who is collecting all available information from everywhere with regard to an individual financial status. What ticks off between some politician and association was that their member couldn't get any loan from any financial institution at all. Nevertheless, all the banks are subscribing to CTOS services as an intelligence data, risk and loan reference wise. The courses and the intention I believe are good. We need to have a central database system where all public domain information are compiled and thus disseminated without prejudice. The question is, is this all important information and database rightly to be held by a private entity and hence making a profit of RM 80million per year without much of a sweat. Is this ok? Does this sound good if you put in transparency, integrity and reliability into the picture? I mean if it's a private entity, it can open up to abuse and manipulated at the whim and fancy of some powerful people. Can you imagine what if a direct selling/marketing company suddenly offers to buy the entire database from CTOS without anybody knowing about it. Then this direct selling company would be in a very strong position to manipulate the customer list and information for their own benefit. It is already bad with the current sms scam happening in the country where private companies are manipulating the system loophole to make money out of innocent hp users. If this can happen, what else would not happen?

Therefore, yes I agreed with the banking associations and pro-supporter on the needs for financial and risk intelligence gathering but at the same time I disagreed that all this important information should be held by a private entity. It should be regulated by the government, audited regularly or else the function taken over by BNM. By right I believe BNM should play an active role in this matter and to lead and manages all Malaysian financial status. In keeping up with times, all important personal and private databases are currently strictly adhering to ISM (Information Security Management) or data encryption. You just take a look at all those MNC's and all those big corporation. All of them have and are following to their own sets of rules plus adhering to international best practices.

Therefore, for P&C information with regard to the whole population of a country, it is best that this responsibility be held by a government agency. At least this way, we could ensure some sense of security and accountability. We don't close government agencies like private entity closing mee hoon stalls. Just my thoughts.
