It should be regulated by the government, audited regularly or else the function taken over by BNM. By right I believe BNM should play an active role in this matter and to lead and manages all Malaysian financial status. In keeping up with times, all important personal and private databases are currently strictly adhering to ISM (Information Security Management) or data encryption. You just take a look at all those MNC's and all those big corporation. All of them have and are following to their own sets of rules plus adhering to international best practices.

Therefore, for P&C information with regard to the whole population of a country, it is best that this responsibility be held by a government agency. At least this way, we could ensure some sense of security and accountability. We don't close government agencies like private entity closing mee hoon stalls. Just my thoughts.
